How Pamukkale Was Saved From Its Own Hotels
Pamukkale nearly lost its famous white terraces to hotels built on top of them. Here's how a 1990s demolition and a new rotating water system saved the site.

It's a detail many visitors today would find hard to believe: through the mid-twentieth century, a cluster of hotels was built directly on the plateau above the travertines, some with rooms and pools positioned right on or beside the formation itself. These hotels pumped thermal spring water for their own private pools, diverting flow that would otherwise have fed the terraces below, while access roads and vehicle traffic cut directly across sections of the travertine. The cumulative effect over decades was serious — starved of consistent water flow, large areas of the once-brilliant white terraces dried out, turned grey and dull with algae and accumulated dirt, and lost the pristine appearance that had made the site famous in the first place.
1988 and the plan that followed
Pamukkale and Hierapolis's inscription on the UNESCO World Heritage List in 1988 was as much a warning as an honour — international recognition drew attention to a site visibly deteriorating under unmanaged tourism and hotel development. In 1992, Turkish authorities adopted a formal management and development plan aimed specifically at reversing the damage: it called for removing the hotels encroaching on the terraces, banning private pumping of thermal water, closing the roads that crossed the formation, and restoring a more natural water flow across the hillside. It was, in effect, a commitment to prioritise the long-term survival of a fragile natural feature over the short-term convenience of the resort development that had grown up around it.
The demolitions: hotels came down through the 1990s
What followed was one of the more dramatic conservation interventions at any World Heritage Site: the hotels built on and around the travertines were systematically demolished over the course of the 1990s, with the last remaining structures cleared by around 2001. Access roads that had allowed vehicles to drive across the terraces were removed and the surfaces allowed to recover. It was not a symbolic gesture — it meant tearing down functioning commercial buildings and rerouting the local tourism economy around a rebuilt, pedestrian-only site entered through designated gates. The scale of that decision, prioritising the natural formation over existing hotel investment, is a large part of why Pamukkale still exists in recognisable form today rather than as a permanently degraded curiosity.
Managing water like a resource, not a backdrop
Removing the hotels solved the pumping problem, but restoring the terraces also required actively managing where the remaining natural flow went — the origin of the rotating water system visitors encounter today. Rather than letting water spread thinly and unevenly across the whole hillside, authorities began deliberately directing flow to specific sections in turn, allowing each to fill, whiten and hold water for a period before the flow moves elsewhere and that section is left to dry and re-harden in the sun. This is a genuinely engineered conservation technique, not an accident of nature — it's the mechanism that keeps the calcite bright rather than letting it sit permanently wet, discolour, and host algae growth.
Did it actually work?
By most measured accounts, yes — meaningfully so. The area of bright, actively whitening travertine visible today is considerably larger and more consistently maintained than it was at the low point of degradation in the 1980s and early 1990s, when large sections had turned grey and dull. Restricting visitors to marked pathways and enforcing the barefoot-only rule, introduced alongside the hotel removals, further reduced the physical wear that had accelerated the earlier damage. It remains an active, ongoing management effort rather than a problem solved once and forgotten — UNESCO periodically reviews the site's conservation status, and Turkish site authorities continue to adjust the water-rotation schedule and visitor routes in response to how the terraces are responding.
Why the rules that can feel restrictive now make sense
Understanding this history reframes rules that might otherwise seem like arbitrary red tape. The barefoot requirement, the marked walking channels, the fact that you can't simply wander onto any dry-looking patch of travertine — all of it exists because Pamukkale nearly lost the very feature that makes it famous, and the current management approach is a direct, hard-won response to that near-miss. Every visitor walking barefoot along a designated channel today is, in a small way, participating in a conservation system built specifically to prevent a repeat of the damage caused by decades of unrestricted hotel development and vehicle traffic — worth remembering while queuing to remove your shoes at the gate.
